Morocco Unveils $140M Funding to Scale Startups Under Digital 2030

At the closing session of the Digital Now Forum 2025 in Casablanca, Morocco’s Ministry for Digital Transition and Administrative Reform set out a $140 million (MAD 1.3 billion) package to back the country’s startup pipeline under the Morocco Digital 2030 strategy. The announcement was made by Delegate Minister Amal El Fallah Seghrouchni, outlining a state-led push to support founders from idea to scale-up within a defined policy framework.

The allocation includes $81 million (MAD 750 million) for venture building programmes, $49 million (MAD 450 million) to bolster venture capital participation, and $7.6 million (MAD 70 million) for the Technopark network. The plan targets the creation of 1,000 startups by 2026 and 3,000 by 2030. Complementary measures flagged alongside the funding include digital inclusion programmes focused on rural areas and the establishment of Jazari Institutes to support regional innovation ecosystems.

Officials highlighted efforts to reinforce the venture capital landscape through new financing mechanisms aimed at crowding in private investment, alongside Technopark capacity-building to support a larger number of companies. Technopark’s recent performance indicators include export activity among its portfolio, with 36% of the 450 startups and digital micro-enterprises selling into markets in Europe, Africa, the United States, and the Middle East. The Digital Now Forum 2025 ran from December 10th to 12th under the theme “Transformation and Growth of Businesses in Africa: Resilience and Impact,” organised under the auspices of the Ministry of Digital Transition and Administrative Reform, the Ministry of Industry and Trade, and the Ministry of Higher Education, Scientific Research, and Innovation.
