Middle East Energy Transition Could Reach $5.3 Trillion by 2060

The Middle East is entering one of the largest infrastructure transformation cycles in its history. Depending on the pace of decarbonization, cumulative energy transition investment in the region could range from $2.2 trillion in a delayed transition scenario to as much as $5.3 trillion under a full net-zero pathway by 2060. Much of this capital is expected to flow into electrification, grid infrastructure, transport systems, and low-carbon energy production.

Solar Is Becoming the Region’s Strategic Advantage

At the center of this shift is solar energy. With some of the world’s strongest solar resources and power systems still heavily reliant on hydrocarbons, every kilowatt-hour generated from solar frees up additional oil and gas for export. This economic logic is driving an aggressive buildout of utility-scale solar projects across the region.

Installed solar PV capacity is projected to surge from around 30 GW in 2025 to nearly 100 GW by 2030, supported by falling project costs, rising electricity demand, and government diversification strategies.

The Gulf’s New Manufacturing Opportunity

The solar boom is also transforming the region into a global manufacturing hub. Chinese firms are increasingly establishing production facilities in Gulf markets to benefit from lower export tariffs, reliable low-cost energy, and growing domestic demand. Countries like Saudi Arabia are simultaneously pushing local content requirements higher, aiming to build vertically integrated clean energy supply chains.
