Digital transformation is no longer a future ambition for the Middle East but a core pillar of economic growth, industrial competitiveness, and national development strategies. According to Mordor Intelligence, the Middle East digital transformation market is expected to grow from US$71.6 billion in 2026 to US$146.1 billion by 2031, representing a strong 15.3% compound annual growth rate (CAGR) over the forecast period.

This rapid expansion reflects the region’s shift from being a technology consumer to becoming an active builder of digital infrastructure and AI capabilities.

AI, Cloud, and Sovereign Technology Investments Drive Growth

Governments across the Gulf are committing billions of dollars to artificial intelligence, cloud computing, data centers, and digital infrastructure. Major initiatives such as Saudi Arabia’s planned US$5 billion NEOM DataVolt AI data center and the UAE’s investments in Arabic large language models, including Falcon and Jais 2, are accelerating innovation and attracting private-sector capital.

Cloud technologies remain the largest segment of the market, accounting for more than half of total spending in 2025. Enterprises increasingly favor cloud-based platforms because they reduce upfront infrastructure costs and enable faster deployment of digital services. At the same time, hybrid and edge computing solutions are gaining traction as industries such as manufacturing, logistics, and energy require real-time processing closer to operations.

Financial Services Lead, Healthcare Emerges

The banking, financial services, and insurance (BFSI) sector remains the region’s largest digital transformation spender, representing nearly one-fifth of total market activity. Banks continue investing heavily in digital payments, AI-powered customer service, cybersecurity, and automation.

Healthcare, however, is expected to be the fastest-growing segment through 2031. Expanding telemedicine services, electronic health records, and AI-assisted diagnostics are creating significant opportunities for technology providers across the region.

Saudi Arabia Anchors Regional Spending

Saudi Arabia accounted for over one-third of Middle East digital transformation spending in 2025, supported by its ambitious AI and digital economy initiatives. The UAE continues to strengthen its position through substantial investments in semiconductors, AI infrastructure, and cloud ecosystems.

While challenges remain—including talent shortages, cybersecurity requirements, and global GPU supply constraints—the overall direction is clear. Digital transformation is evolving from a technology upgrade into a strategic economic priority, positioning the Middle East as one of the fastest-growing digital markets globally over the next decade.
